One team wants binary quantization for the 32x compress...

Kill the compression framing first, as both methods use 96 bytes and are not competing on memory. The decision hinges on codebook training, distance throughput, and the existence of a rescoring tier. PQ’s k-means must be retrained weekly; if it drifts against the new distribution, the codebook degrades silently. Binary quantization has no trained state to go stale. If there is no rescoring tier and no appetite to build one, PQ’s data-adaptive code points win on raw recall, but you must accept the training cost.
